Can I file a civil suit against my ex's mother for interference with my child support order?

I was got a child support order in 2008 and since have only received 4 payments. Once my ex sees that they garnish his pay he will just quit his job and he has since stopped working completely. I am in the process of working with support enforcement agencies in my state (FL), the state where I received the order (NJ) and the state in which he lives (PR). His mother has since decided to open accounts in her name and provide her son with 100% financial support in an attempt to keep him from paying his support obligation. She has taken it as far as writing letters to the agencies claiming that her son is mentally incompetent (because he is bi-polar) and is not threatening to call Child Services on me and hopes that they can find a reason to take my child away, if I do not stop trying to collect child support. I have copies of emails and facebook posts where she clearly makes these threats and states that she will do everything possible to protect her son from paying child support. At this point the woman is making me physically and emotionally sick and drained. I cant eat, I cant sleep and I am just stressed beyond belief because financially my child & I are struggling, I've applied for assistance and told that I don't qualify and keep being referred to support enforcement. But this woman is making all of my efforts 10 times harder. Can I file a civil suit against her in this matter? I use to love and have a lot of respect for this woman but she is just interfering way more than any mother should and I need to do something to make her go away, so I am hoping that there is some type of lawsuit that I could file against her so that she will have to compensate me & my my child or she will have an injunction placed against her to basically mind her own business and let us handle this without her.
