When I am approved for my S.S.D.I. benefits and, I am in arrears in my child support. Then what?

How is settled? Does child support enforcement take any/all retro-active back payments? Once I filed for benefits, The child support enforcement division sent a distraint warrant informing me that my benefits will be garnished at the originally ordered amount.
