Why would a man try to say he will take his son when he has not even tried to see him for 10 years ?

A good friend of mine father of her son has left her a message saying I will see you in court have my son ready. yet the man has not ever come for a visit in 10 years so whats up with that? He pays child support because they garnish his paycheck. but he tried to not pay and spent some time in jail for not paying so he good on paying now. thanks to child support so whats up with this crazy azz?
