So can I call it quits with paying child support?
Nope. Israel has a code CSR-5834. That allows for them to collect support payments. Not all states have this agreement with them. Several states reciprocate the agreement. If the State goes after you it will be a criminal matter. Extradition has NOTHING to do with cost.
