Is it possible that my cat is slightly mentally disabled? (Not trolling, promise.)?

I have this cat named Snoozer and he is roughly 10 years old, sort of chubby and kinda "slow-witted". I'm wondering is it possible he has some sort of mild syndrome? He has always been kinda dumb but hey, he's a cat and his dumbness is cute. I love him either way.
