Can a state garnish unemployment wages to pay back state taxes?

If a person is receiving unemployment benefits and they learn that they and their ex spouse owe the state for back taxes, can the state garnish their unemployment wages? In other words, can they withhold a certain amount from each check to go towards paying off what is owed? The state is Oklahoma.
